Steven C. is the founder of a new educational policy think tank called the Center for Policy Innovation and Research, which is part of the University of New Mexico, Albuquerque. His research focuses on issues of higher education administration and its impact on society. The Center for Education Policy is interested in studying these policies in order to determine their effectiveness and their costs.

The members of the CDEP consist of both academics and non-academics. Members of the public can become members of the CDEP by becoming a member of a university, college, community college or other community learning institution and by providing evidence of their educational progress.
