Originally enacted in 1965, the exclusion was put in place to ensure federal funds were not allocated toward private mental health centers that had allegedly been warehousing their clients.

The “Road to Recovery Act” is also part of the legislative agenda for the Congress set by the House Bipartisan Heroin Task Force, which is co-chaired by New Jersey Rep. Donald Norcross, as well as New Jersey Rep. Tom MacArthur, the co-sponsor of the bill.
